The "$15M to football" trap
Spec example: dropping $15M of the $20.5M revenue cap on football and $5M on men's basketball doesn't just skew the cap — it cascades into the combined AFA bucket. Even with a perfectly balanced traditional scholarship pool, the combined male share moves to roughly 70 %, instantly failing § 106.37(c). This simulator forecasts the offsetting investment required in women's sports.
