Why this matters
The "Three-Prong Test" requires substantial proportionality between female undergraduate enrollment and female athletic opportunity. Departments operate inside an unwritten 2-percentage-point safe harbor; values beyond that threshold are routinely cited as plaintiffs' lead-off evidence in Title IX participation suits. The chart above contrasts the internal census (which can lag reality) with the active post-census figure, which more honestly reflects who is actually competing.
